Collier County Stormwater Utility Program

The Collier County wanted to perform financial rate study to establish rates and total anticipated revenues from the allowable revenue sources identified in the creation of a stormwater utility program. The amount of impervious area was considered a key parameter to establish the utility rates, and it was estimated in private and commercial properties throughout the County by conducting GIS processing and analysis.

LAGO supported the GIS staff at Stantec to build an impervious surface layer for the County. The impervious layer was built by following available layers with the planimetric lines, parcel boundaries, and buildings. Pervious areas according to the aerial images were removed. Areas controlled by cities were excluded from the analysis.
The new impervious layer include building, parking lots, driveways, and private roads was delivered.
